Go Dark is an ability available to the fleet. It is unlocked by default.
Going dark causes the fleet to lose 50% of its burn level, but reduces the fleet's detection range by 50% in exchange. The abilities' effects take one second to take action.
The detection range reduction can stack with other detection range modifiers, such as terrain modifiers (eg. Asteroid Fields, Nebulas), as well as the reduction from hullmods such as Insulated Engine Assembly. The burn level reduction, if it causes the fleet's burn level to be a decimal, such as a burn level of 11 being halved to 5.5, will round up, to 6 in the given example.
