As an industry item added in Version 0.95, the Fullerene Spool can be found in all Special Item spawning locations.
Since Version 0.95.1, the Fullerene Spool can be acquired by Raiding Eventide, a size 7 Hegemony world in the Samarra Star System. Though doing this without spending a story point will have negative consequences with the Hegemony.
