This is a standard skill, which can be upgraded using the sensors skill, reducing the movement malus to only half; furthermore the boni from the sensors skill make achieving a lower sensor profile than your own detection range when using this, possible, e.g. if there are a few high resolution sensors used and/or insulated engine assemblies on your highest profile ships leading to higher base sensor strength than profile on your ships. Otherwise with just the sensors skill there is a difference ~300 units in your disadvantage. Although you really do not want to utilise this ability if you're trying to keep your presence hidden, though it allows for easy baiting of patrols when you have your transponder off. Moreover, because the interdiction pulse ability is based on sensor strength, a sensor burst can block it if timed correctly.
It also allows for better recognition of sensor blips or exact information about fleets, the using of a sensor burst allows for say the differentiation between e.g. dormant remnant fleets or something salvageable like an abandoned orbital habitat.
